Default Is it legal to ride a bicycle on a highway?

I saw someone on the highway this morning, riding a bicycle to work. Don't think I've ever seen that before. Perhaps he didn't have any other option, but it wasn't the best morning to be on a bicycle on the highway because it was gloomy and foggy. When I saw him, he was on the shoulder, but drivers aren't expecting to see a bicyclist on a highway, KWIM?

I don't know about legal, but dangerous for sure. From what I understand as long as they follow the same rules as a car has to, then it's ok.

Since cars don't get to drive along the shoulder, then I would say he/she was not legal....

Here a bicycle can be be ridden on a road ( using the bike lane ) but not on the freeway .

It is illegal to ride a bike on any interstate highway in the US.

Some of our interstate highways are freeways , bike riding illegal .

In Colorado, a lot of people ride bikes, so there are usually bikes on the highways. The freeways, no.

When you say "highway" do you mean the interstate? Riding bikes on the interstate is illegal everywhere.
